Some hoyas naturally flower often and profusely, while others could take YEARS to get a bloom. Here are some tips to encourage blooms in your hoyas.

Lighting
Adequate light is key to hoya growth and flowering.
Hoyas like a lot of light. Keep them near a south-facing, west or east facing window for best results. If you're unable to provide good natural light, consider supplementing.
Fertilization
Ensure you are using a high quality fertilizer.
Two or three part fertilizer systems are ideal; ensure you are supplementing with calcium and magnesium.
Try a foliar fertilizer like Miracle Grow Orchid or Marphyl diluted in a spray bottle.

PH Balancing
Plants cannot uptake nutrients in fertilizer if the water is overly acidic or alkaline.
Aim for a pH of 6.0-7.0.
Buy a testing kit or use a digital pH meter to test your pH.
I live on a well with natural PH of around 10.0, so I add a small amount of API pH Down to the water I use for my plants. You can also purchase pH Up if you need to go the other way.
Nighttime Temperature Drop
Providing a natural nighttime temperature drop may help to stimulate blooms.
Try dropping to around 18 degrees Celsius.

Increase Humidity
Hoyas are naturally found in humid, tropical regions.
Try increasing the humidity of your plant by putting it inside a cabinet or greenhouse, or placing a humidifier or pebble tray next to it.
Give it Time
Some hoyas need to be very mature before flowering.
Some hoyas will only flower once per year.
Some hoyas will bloom multiple times per year, as small plants or even cuttings!
Best Bloomers
In my experience growing nearly 200 species of hoyas, these species tend to flower more regularly and/or profusely:
Bella
Lacunosa/Khroniana
Davidcummingii
Engleriana
Cv. Rebecca
Illagorium
Sunrise
Multiflora
